Why contractors move to a supply model

Construction and industrial demand in the UAE does not arrive smoothly. A programme accelerates, a trade drops out, a shutdown window opens, a peak season lands. Permanent headcount sized for those events is idle between them, and headcount sized for the average leaves no capacity when they happen. A supply arrangement converts that fixed cost into a variable one, and moves the visa, payroll and insurance administration to the party that does it at volume.

The trade-off is real and worth stating: you gain flexibility and shed administration, but you give up some continuity, because supplied workers rotate more than permanent staff.
